Richard Schiff is an American actor, comedian, and director born on May 27, 1955, in Bethesda, Maryland (United States). He is best known for playing Toby Ziegler in The West Wing, for which he received an Emmy Award. Schiff made his directorial debut with The West Wing, as he directed an episode called "Talking Points". He is a member of the National Advisory Council for a Livable World.

Schiff first studied directing. He has directed several off-Broadway plays, including Antigone in 1983 with the newly graduated Angela Bassett. In the mid-1980s, Schiff decided to start acting and landed several roles on television. Steven Spielberg saw him in an episode of the television series High Incident and selected him for The Lost World: Jurassic Park (1997). He then played the role of Toby Ziegler, Director of Communications at the White House in The West Wing television series.
